Libya Summit Highlights Rifts Among Coalition

Talks between NATO and Libyan rebels are underway in Qatar, but there's no consensus over how to proceed with the war.

Foreign ministers and NATO officials are meeting with Libyan rebels this week in Doha, Qatar, with the latter expressing concern that Britain and France have slowed their attacks on Moammar Gadhafi's regime since the U.S. handed over control of the mission. A rebel spokesman has already said the rebels would like to see the U.S. assume leadership of the nearly month-old mission again as Gadhafi's forces have halted and repelled the rebel advance away from Tripoli. France and the U.K. have both urged NATO to keep pounding away at Gadhafi's ground troops, but Lt.-Gen. Charles Bouchard, the Canadian in charge of the mission, has said the UN resolution only permits NATO to defend civilian populations.
