Air strikes are not what they used to be; analysts predict the standoff could go on forever.
Hopes that NATO air attacks on Gadhafi forces would help Libyan rebels overthrow the military have faded. NATO leaders acknowledge Moammar Gadhafi's tactics of sheltering his army in civilian areas are reducing the impact of air strikes. "The fact is they are using human shields and parking tanks next to mosques and schools so it is very hard to pinpoint any military hardware without causing civilian casualties," NATO spokeswoman Oana Lungescu said. Analysts predict a standoff that could go on pretty much forever, leading toward a possible division of the country between east and west.
