U.S. Won’t Lead Libyan No-Fly Zone Effort

Secretary of State Hillary Clinton said any plan to control airspace over Libya must have international support and not be NATO-led.
In an interview Tuesday, Clinton said the U.S. would support the efforts of rebels attempting to oust Libyan leader Moammar Gadhafi, but that in order to avoid the perception of American interference in the region, other countries must spearhead a plan to impose a no-fly zone over Libya. Britain and France have been preparing a UN resolution calling for an international effort to stop Gadhafi from using his air force to attack his own people. Clinton also discussed the possibility of arming the rebels, which she said was difficult because it is unclear which part of the country is currently controlled by anti-Gadhafi forces. Monday it was reported that Washington had asked Saudi Arabia to deliver weapons to the rebels.
